Imagine a silver cloud of millions of sardines moving as one, close enough to see from the surface. That is Moalboal, on the west coast of South Cebu, and one of the most memorable snorkels in the Philippines.

What the sardine run is
A huge school of sardines lives along the reef wall just off Panagsama Beach. Unlike Oslob's whale sharks, nobody feeds them: it is completely natural, and they are there almost all year. The school twists and turns when predators pass, which is spectacular to watch.
Where and how to see it
The sardines gather where the shallow reef drops off into a wall, only a short swim from Panagsama Beach. Snorkelers float above them; divers can swim right into the school. You do not need a boat for the sardines, but a guide shows you the exact spot and keeps you safe from passing boats.
On the same reef you will often see green sea turtles feeding on sea grass and resting on the reef.
Best time to go
- Morning is best: calmer water, better visibility and fewer swimmers.
- All year: the sardines stay year-round, but where exactly they are can shift a little.
- Dry months (roughly February to May) usually give the calmest seas; from June to November some days are rough.
Moalboal is about 2.5โ3 hours by road from Cebu City. As a day trip it is a long but easy day; staying one night in Moalboal lets you snorkel early and relax.
Pescador Island
Pescador is a small island a short boat ride from Moalboal, famous for its coral wall, clear water and fish life. Snorkelers stay at the top of the wall; divers explore its overhangs and a cave known as "the Cathedral". Most tours combine the sardine run and Pescador on the same trip.

What to bring
- Swimwear, rash guard and reef-safe sunscreen.
- Your own mask if you have one (gear is provided on our tours).
- Water shoes for the rocky entry at Panagsama.
- Waterproof camera: the sardines are best filmed from just below the surface.
Respect the reef
Do not touch or chase the turtles, do not stand on coral, and never feed the fish. The sardine run exists because the reef is healthy; keeping it that way is up to all of us.
Make a South Cebu day of it: Kawasan Falls is about an hour from Moalboal. See our Kawasan guide.
