Island Hopping in Mactan: Which Islands to Choose (Nalusuan, Hilutungan, Caohagan, Pandanon)

The small islands off Mactan, between Cebu and Bohol, are the easiest way to enjoy clear water and coral without a long drive. Here is how they differ, so you can pick the right ones.

The islands compared

Hilutungan Island: best snorkeling

Part of the Olango island group, with a marine sanctuary on its western side. In 2–3 metres of water you see hard and soft corals, schools of reef fish and sometimes blue-spotted rays. Great for first-time snorkelers.

Nalusuan Island: best for families

A tiny island with a resort, a long boardwalk and a protected swimming area. A saltwater pool near the landing lets children see turtles and fish before going into the reef, which is only about 2 metres deep.

Caohagan Island: village life and white sand

A small inhabited island with a triangle of white sand and shallow water on two sides. Walk through the village, buy the colourful handmade quilts the island is known for, and swim in calm water.

Pandanon Island: the postcard beach

Further out towards Bohol, Pandanon has long white sand and turquoise water, ideal for a lazy beach day and a barbecue lunch. The ride is longer, so it is best on calm days.

Which ones to choose

  • First time, one day: Hilutungan + Nalusuan + Caohagan (our classic Mactan island hopping).
  • Families with small children: Nalusuan + Caohagan, short rides and calm water.
  • Beach lovers: Pandanon + Caohagan.
  • Snorkelers: Hilutungan + Nalusuan, both protected sanctuaries.

A typical day

  • 8:00 AM pick-up from your Mactan or Cebu City hotel, transfer to the boat.
  • 9:00 AM snorkeling at Hilutungan sanctuary.
  • 11:00 AM Nalusuan Island and lunch.
  • 1:30 PM Caohagan Island: village and white sand.
  • 4:00 PM back to your hotel.

Each island charges a small entrance or sanctuary fee that goes to conservation and the community; we tell you what is included when you book.

Tips and add-ons

  • Choose a private boat: you set the pace, and there is no waiting for other groups.
  • Bring reef-safe sunscreen, a rash guard, a hat and a dry bag.
  • Do not stand on or touch coral; do not feed the fish.
  • Add parasailing, jet ski or banana boat at Mactan before or after the islands.
